Tempest Executive are looking for someone with experience in working within the sustainable growth, housing and large infrastructure / capital programmes, economic growth space, in Local Government working with partners and central government to work as Assistant Director of Sustainable Growth and Infrastructure.

You will be working on the following projects

  •             Freeports – economic development, infrastructure, project management skills, influencing partners – planning, highways, economic development
  •             HoS oversight on LUF bids (dependent on emerging bids from districts) – economic development, regeneration, bid development, business case development
  •             NHBF bid depending on Spending Review – housing growth, negotiation, development
  •             Economic strategy – input into Thames Estuary, ASELA, UKIC, NEEB strategy updates and refresh and potential development of economic strategies for Essex quadrants/districts
  •             Garden Community – input and advice on delivery models as well as leading coordination across the garden communities
  •             S106/Affordable Housing/Viability – viability, developer contributions
  •             Acting as a key senior officer to influence and shape the skills system in Essex including
  • o            Developing stronger relationships with key partners, including local businesses and anchor organisations, further education providers, school sixth forms, universities etc;

    o            Working with partners to develop a strategic overview of future skills demand in the area and a plan for securing appropriate skills provision;

    o            Preparing a plan to deliver a pipeline of skills for growth sectors (as being identified by Sector Development Strategy and eg. the care sector);

    o            Focusing particularly the opportunities for growth in the green economy and coordinating  proposals to drive forward retrofit of homes and other buildings to reduce carbon emissions and provide jobs for local people;

  •             As part of the Council’s new Lifelong Learning focus, work with Education colleagues and district councils to better connect key employers to their local schools to raise aspirations and understanding of careers options;
  •             Overseeing existing skills activity including directly-commissioned provision and shaping the work commissioned by others (eg. SELEP) to ensure it meets the needs of the residents and businesses;
  •             Engaging DWP and their providers to ensure their employability support is providing effective support for the residents and business, eg. Kickstart and Restart programmes.
